Information on the measures taken to contain the spread of coronavirus infection COVID-19 in the Republic of Kazakhstan

The Government of Kazakhstan has declared a state of emergency to contain the coronavirus outbreak in view of the World Health Organization declaring COVID-19 a pandemic on 11 March 2020 and in the efforts to protect life and health of the citizens. The Decree of the President of the Republic of Kazakhstan No. 285 dated 15 March 2020 has introduced a state of emergency throughout the country starting from 08:00 a.m. on 16 March 2020 up to 07:00 a.m. on 15 April 2020.

The state of emergency in Kazakhstan has been extended until the end of April.  

INFORMATION ON CORONAVIRUS

The 24/7 coronavirus helpline of the National Center for Public Health of the Ministry of Health of the Republic of Kazakhstan: 1406, +7 7172 768 043.

Telegram bot “Coronavirus hotline” contains basic information about COVID-19 infection (information on the infection, transmission routes, symptoms, incubation period, how to protect yourself from infection, etc.). The bot is available in two languages: Russian and Kazakh.

QUARANTINE IN THE CITIES OF THE REPUBLIC OF KAZAKHSTAN

The State Commission on ensuring the state of emergency under the President of the Republic of Kazakhstan introduced the quarantine regime and implementation of the large-scale sanitary and anti-epidemic measures in the cities of Nur-Sultan and Almaty starting from 19 March 2020. The measures impose restrictions on the movement of people as well as the entry / exit of vehicles within quarantine zones.

Additional measures have been introduced in these two cities: the activities of various enterprises and organizations have been suspended from 12 am on March 30 to 5 April 2020.

From 30 March 2020, quarantine regime has been also introduced in Atyrau, Karaganda, Temirtau, Shakhtinsk, Saran and Abay.

From 31 March 2020, quarantine regime has been introduced in Akmola region.

Additional security measures will be introduced in Ust-Kamenogorsk and Semey from 00:00 on 2 April 2020:

- restrictions on entry and exit, 15 checkpoints are set

- restrictions on traffic movement in cities during daytime, prohibition of traffic movement at night, except for officials

From 6 April, movement of personal vehicles is limited - vehicles with car plate numbers ending with even numbers, including 0, will move on even calendar dates,  ending with odd numbers – on odd calendar dates 

From 6 April, movement of the population on the territory of Ust-Kamenogorsk and Semey is carried out only with permits

- activities of large retail facilities, except for food outlets, are being stopped

- activities of restaurants, cafes, canteens are switched to online delivery

- objects of the service sector are closed - beauty salons, massage centers, saunas; 

- people aged over 70, disabled people of groups 1, 2 will be provided with delivery of food and medicine;

Measures to protect public order have been strengthened. Ust-Kamenogorsk is divided into 200 squares, Semey – into 202. Uninterrupted operation of utilities and communications will be ensured.

From 12am on 3 April 2020 to 7am on 15 April 2020, quarantine regime and restrictive measures have been introduced in Mangystau region in order to protect life and health of citizens and prevent the spread of coronavirus infection (COVID-19).

Restrictive measures have been strengthened in Turkestan region until 17 April:  

Exit of citizens from houses is limited

Interregional, interdistrict, intercity passenger transportations are suspended

Suspended work of all bus stations

Public transport will operate from 06:00 a.m. to 08:00 p.m.

Opening hours of grocery stores and pharmacies - from 09:00 a.m. to 08:00 p.m., food markets - from 10:00 a.m. to 05:00 p.m.

All food service points will go online with orders from 08:00 a.m. to 8:00 p.m.

Operating hours of filling stations, second-tier banks, private notaries - from 10:00 a.m. to 04:00 p.m., and beauty salons, workshops and service stations are limited from 10:00 a.m. to 06:00 p.m.

All citizens are required to wear masks.

Queues of more than five people are not allowed in post offices, payment points and banks at a distance of 1.5 to 2 meters.

The state of emergency does not impose any restrictions on freight transportations. However, the sanitary-epidemiological regime has been strengthened at the border-crossing checkpoints, railway stations and airports.
